Generative AI Services are Chinese regulatory measures for machine-generated content, created after existing deepfake rules failed to address synthetic text and offline generation. section 10.31
The measures developed through an iterative regulatory process:
- The Cyberspace Administration of China issued draft measures in April 2023, building on Deep Synthesis Provisions that took effect in January. section 10.31
- Interim rules took effect on August 15, 2023, applying to publicly available services in China while exempting research projects and services intended for overseas users. section 10.31
- Earlier proposals required truthful, accurate, diverse, and rights-compliant training data; public debate led regulators to relax some requirements and support development. section 10.31
