A runtime property is a configuration value supplied or overridden when an application starts. In Quarkus, runtime properties remain changeable after the build because their effects depend on runtime conditions, unlike build-time-only properties. section 12.1.3
The distinction protects consistency. Build-time properties have already influenced generated application artifacts and cannot be changed meaningfully at startup; Quarkus warns when an override is attempted. Runtime properties handle values that cannot be fixed during compilation, such as the port used by an open HTTP socket. section 12.1.3
Changing the HTTP port
Use quarkus.http.port as a runtime property to select the port for the main HTTP interface when the application starts. The running Quarkus application can therefore listen on a deployment-specific port rather than embedding that port in the built artifact. section 12.1.3
Figure 2.7 Quarkus build time vs. runtime processing. Quarkus moves as much processing as possible to build time.
Compare the processing moved to build time with the configuration that must remain available when the application starts. section 2.5
