User equipment (UE) is a mobile device or endpoint communicating over a wireless network. In a mobile network, UEs connect to one or more base stations or cells. section 12.4
UE connections create a coordination problem: additional base-station connections can increase data rates, while connected UEs compete for limited station resources and global quality of experience (QoE) may suffer. section 12.4
Small mobile network
A mobile-env instance can represent five UEs moving among three base stations. A PPO policy learns which UE–station connections to establish, using channel quality, data rate, and overall QoE as coordination concerns. section 12.4
