A voluntary commitment is a nonbinding pledge by an organization to follow specified practices without being compelled by law. In responsible AI, such pledges can encourage safer, more secure, and more transparent development, but their value depends on clear terms and credible follow-through. section 10.32
The July 2023 AI commitments
The Biden-Harris administration secured voluntary commitments from Amazon, Anthropic, Google, Inflection, Meta, Microsoft, and OpenAI. Supporters viewed the agreement as progress; critics called it vague because it largely restated existing work on safety, cybersecurity, and transparency. Since participation was voluntary, the agreement assigned no clear responsibility for compliance or penalties for breaking the terms. section 10.32
Voluntary commitments can avoid rigid rules that may hinder innovation, while still establishing shared expectations. Their longer-term potential resembles industry self-governance among seventeenth-century London traders, whose reputation-based rules eventually contributed to formal financial regulation. Without monitoring, enforcement, or public pressure, however, a pledge may remain largely symbolic. section 10.32
