Conversion rate is the share of users who reach a business-defined value goal. For an API, the goal might be making a production API call after signing up. The goal must be explicit: what counts as conversion depends on the business model and API monetization strategy. section 11.1.3 section 11.1.4
To measure signup-to-production conversion, use a user funnel that starts with signups and ends with production API calls. Read the resulting percentage as the share of signed-up users who reached that second step—not as a measure of how often they return. Track it alongside other developer-journey metrics, such as time to first production call and user retention, to see different parts of the experience. section 11.1.4 section 11.1.3

The User Funnel Analysis report shows a conversion rate of 37.5%: that share of users who signed up went on to make a production API call. The result identifies how many reached this defined goal; it does not establish why others did not. section 11.1.4
